Wilkie reminds graduates of their responsibilities as citizens during commencement address

Secretary of Veterans Affairs Robert Wilkie has vivid memories of his North Carolina childhood in Fort Bragg as the Vietnam War lingered—the death toll appearing at the end of the CBS Evening News broadcast that his mother watched every night; a child being pulled from class at the same time a chaplain arrived bearing a folded flag; his father not being able to wear his uniform in town because of anti-war sentiment.

“The country as a whole was ugly to people from that conflict,” he said in an interview Friday before speaking at commencement exercises Saturday afternoon for The Citadel Graduate College.

Last July Wilkie was confirmed as the 10th secretary of the VA. He previously served as the undersecretary of defense for personnel and readiness. His father was a highly decorated artillery officer from the 82nd Airborne Unit, and Wilkie himself served in the U.S. Navy Reserve with the Joint Forces Intelligence Command, Naval Special Warfare Group Two, and the Office of Naval Intelligence.  He is currently a colonel in the U.S. Air Force Reserve assigned to the Office of the Chief of Staff.

The Citadel’s Swain Department of Nursing, which partners with the Ralph H. Johnson VA Medical Center, was established in 2016 to help address the nation’s nursing shortage. On Saturday, The Citadel’s first class of nursing students graduated. There were 21 members.

Health care is one of the most important benefits awarded to veterans. According to Wilkie, the turnover for nurses in the VA is low at 8 to 9 percent, while in most health care systems, it’s 18 to 20 percent.

“Serving those who have served, I think, is the most noble mission in the government,” Wilkie said.

The Citadel is known for both its contribution to the nation’s military and its friendliness to veterans. Approximately 35 percent of the Corps of Cadets earn a commission to serve in one of the armed services. In 2019, U.S. News & World Report named The Citadel the No. 1 Best College for Veterans in the South, up from No. 2 in 2018.  In the spring semester, The Citadel veterans program numbered 236 students.

“We hear a lot in the United States about our rights as citizens,” Wilkie said to the graduating class. “What we don’t hear enough about are our responsibilities as citizens.”

As he concluded his speech, Wilkie reminded the audience that the founding fathers fought for their freedom.

“They gave us more than a nation,” he said. “They brought to mankind for the first time the central idea that we are born free, that each of us has inalienable rights, and that the government was created for our convenience, having only the powers people chose to give it. That is the heritage that you are about to claim, and that is the heritage that many in this audience have already defended in uniform. We need you. We need your great ideas, your strength, and your idealism to help us make right that which is wrong.”

Honorary degree recipient

During the commencement ceremony, Wilkie was awarded an honorary degree for his service to veterans.

The Honorable Robert Leon Wilkie is dedicated to the veterans whose selfless service and sacrifice protect America’s freedoms and ensure its democracy.  As the Secretary of Veterans Affairs, one of the largest government agencies, Mr. Wilkie is responsible for providing veterans and their families with the benefits and services they have earned.  The son of an Army artillery commander, Mr. Wilkie grew up in Fort Bragg, North Carolina.  He currently serves in the United States Air Force Reserve in the Office of the Chief of Staff.  With more than twenty-five years of federal service at the national and international levels, Mr. Wilkie has an impressive resume that includes serving as the undersecretary of defense for personnel and readiness.  In this role he was the principal advisor to the secretary and deputy secretary of defense for total force management as it relates to readiness, National Guard and Reserve component affairs, health affairs, training, and personnel requirements and management.  For his tireless work in support of veterans and their families and for his lifetime of public service, The Citadel Board of Visitors is proud to award the Honorable Robert Leon Wilkie an honorary Doctorate of Public Administration.

At the age of 14, Donnell Boucher was passionate about football, but when he realized that he was only going to be an average player, he revised his playbook and became passionate about what he knew he could do well. With precision focus that guides everything he does, Boucher sets his sights on becoming a strength and conditioning coach. Now, the assistant athletic director for strength and conditioning and head strength coach at The Citadel, Boucher has realized his goal, but that has not slowed him down. He’s working harder than ever, and he is making an impact, not only in physical fitness, but in helping to develop principled leaders.

At the small weight room in his hometown of Chicopee, Massachusetts, Boucher was the only high school freshman who could bench 200 pounds.

“I remember the feeling of being able to do something the other guys couldn’t. That got me thinking that maybe this is something I could be good at. I could be better at this than football. And that sort of started it off. Every year other players came over, and we went to lift together. I turned into the go-to source for when we were going to lift.”

When talk turned to workout programs, reps and sets, Boucher naturally understood the science behind strength and conditioning. As he set his course, he left no stone unturned.

Master’s degree and experience: check

In 2007, when The Citadel offered Boucher a graduate assistant position in strength and conditioning and an opportunity to pursue his master’s degree in Health, Exercise and Sport Science, Boucher headed to Charleston. The military college was the perfect fit.

“Right off the bat, I could line up with this place and I saw what kids are going through. Our kids that come here are not finished products. They come here and they have to be developed, and that’s exciting—knowing that I have an immense part in their physical development and their emotional and mental development. That drives me.”

Mentor: check

One of the foremost leaders in the field of strength and conditioning according to Boucher is Carolina Panthers Strength Coach Joe Kenn. Kenn is also someone Boucher considers a mentor, and when Kenn offered advice, Boucher listened.

“One of the first things he told me when I was just getting started down here: it doesn’t matter how good your program is—if the players don’t believe in you and don’t believe in the things you’re trying to get them to do, you’ll never be as effective as you should be.”

As Boucher considered his mentor’s advice, he realized that education was a priority.

Second master’s degree: check

Boucher began researching—visiting other places, learning what best practices are, and he decided a master’s degree in social science would help him to better understand people and be more effective in his career. As Boucher will attest: learning to understand people is the key to success.

“I wanted to understand people. I wanted to make sure that when our athletes came in here, they were being led by a competent person who was well-versed in our subject matter and who had the ability to make connections between what we were doing in here and what we were doing on the field…

I’m not interested in being just a part of our industry—I want to help shape it and leave it better than it was when I joined it.”

Goals: check, check, check

Boucher’s goals for The Citadel stretch beyond athletes and the weight room. He is currently working with the commandant’s office to improve physical training for the entire Corps of Cadets. “We want to be the senior military institute with the best PT performance.”

For Boucher, his work is all about challenge and taking advantage of opportunity.

“Every time you come in the weight room that barbell’s gonna weigh 45 pounds. It doesn’t care about what happened yesterday. It doesn’t care about the test you’ve got coming. It doesn’t care what happened the night before—it’s going to be 45 pounds. And you’re either going to deal with that or you’re going to walk out of here—a lost opportunity to be better than you were yesterday. And I think that’s a powerful lesson.”

Boucher is constantly reassessing, measuring and setting new goals.

“Anything valuable in life comes with prerequisites, suffering—you’re going to have to extend and stretch yourself if you want that product at the end. Comfort bears no fruit. And that’s what I love about this place. There ain’t much comfort anywhere on this campus. It’s hard for an 18, 19, 20-year- old person to understand that value, but I know as they go through it and become better for it, they build up resilience. Their commitment and the struggle they go through—it pays dividends in the end.”

It has been almost 12 years since Boucher first came to The Citadel, hoping to break into the field of strength and conditioning. He is just as eager to make a difference today as he was then, and while he claims that he does nothing to motivate athletes, it is clear that he does so just by being Donnell Boucher.

“The last thing I want to do, and I tell our athletes this: I may be a strength coach, but my sole mission in life isn’t to teach you to bench press. If all you learn from me is how to do a bench press in four years, I’m a tremendous failure. Our mission here is to set these kids up to win on the field and to win in life.”

“We can choose to see marginalized individuals, or we can choose to see friends and neighbors. We can choose to see hopelessness and poverty – or we can choose to see the opportunity for restoration, peace, empowerment and reconciliation.”

Sammis had a social enterprise idea, so she moved toward it. Literally. She moved to Charleston’s Eastside to live in service to her neighbors.

“People don’t really want to be helped; they just really want to be loved. So, that’s what we did through our activities which include giving neighbors the chance to have clean laundry.”

Sammis transformed a barely functioning laundromat into an asset in an economically challenged area.

“It’s hurtful when someone walks into a neighborhood where they don’t live, don’t know anyone and aren’t involved in the community and then points out everything that is wrong. That is not helping people. It is offensive and can lead to division rather than inclusion,” said Sammis.

While earning a degree in Clinical Counseling from The Citadel Graduate College, Sammis learned to take the ABCD approach, which stands for Asset Based Community Development. She transformed the only laundromat in a part of town where few people have cars or washers and dryers into a community gathering spot called Laundry Matters.

“We had many new machines, free laundry nights, basketball games for kids on Fridays, Bible study and dinner in my home on Wednesdays, computer classes, a small food pantry, block parties twice a year and family photo day with the photos delivered in frames to families for Christmas.”

Laundry Matters and the other activities sprung out of her organization called Loving America Street, that was part of a collaborative effort that included Charleston Good and R3 (Real Talk, Real Action, Real Results).

“Being a non-profit entrepreneur alone involves a lot of problem solving, including how to help the homeless man who fell asleep on my couch, and hours of learning how to fix commercial washing machines on YouTube,” she laughed. “We built a team with the collective mission of identifying community assets and leveraging them to empower local residents.”

As an undergrad, Sammis studied sociology and religion. Now, with her master’s degree in hand, she has moved on from Loving America Street and is working as a mental health counselor at the Charleston Dorchester Mental Health Center.

“People feel vulnerable and can lose pride if they think others view them as needing help. Loving people well is more impactful. It is messy sometimes, even uncomfortable, but loving people well is important because it transforms lives.”

The director of The Citadel Pipe Band is leading by example by competing in the World Pipe Band Championships. The finals take place Saturday, Aug. 18 in Glasgow, Scotland. Samuel “Jim” Dillahey, IV, who is one of the most respected pipers and pipe instructors in the U.S., is competing with the City of Dunedin Pipe Band from his home state of Florida. He has been a part of the Dunedin group since high school and has played the bagpipes since the age of 10, earning major titles over the decades.

“I must admit that it is nice to be able to play with one of the best bands in the world, and not be responsible for running it as I am with The Citadel Pipe Band. It helps keep me sharp as a player and I am able to share this motivation with Citadel cadets,” Dillahey said. “Getting geared up for the world championships in Glasgow meant many, many hours of solo practice, and then many more with the band at rehearsals.”

Dillahey graduated from The Citadel in 2001 as a member of the pipe band. He returned to his alma matter as the director in 2003, and earned his master’s in education from The Citadel Graduate College (CGC) in 2005. His younger brother Will, also a CGC graduate, and a detective with the Charleston Police Department, plays snare drum for the band.

“Our City of Dunedin Pipe Band went to world competition last year, and won our heat and made it into the finals, where we tied for first place in piping, but came in at fourth place overall (Grade 2),” Dillahey said. “My first World Pipe Band Championships was in 1996.”

Dillahey’s leadership has helped The Citadel Regimental Band and Pipes earn numerous awards, distinctions and coveted invitations. The Citadel’s band is the only U.S. college military band invited to represent America in the most prestigious military band program, the Royal Edinburgh Military Tattoo. The band performed there in the 1991, 2010 and 2015 programs. They also performed in the Royal Nova Scotia Military Tattoo in 2013.

“Our cadets know that being a musician is a tremendous commitment. The bagpipe takes a physical commitment as well. It takes a lot of strength to keep the instrument going, as well as focus and drive because all music is memorized,” said Dillahey.

A commitment to Scottish heritage

Dillahey says his commitment to his instrument and to his heritage is what keeps him playing with his longtime Dunedin bandmates, Carl Doyle, Jamie Everett, Marcus Tardiff, Tim Marchand, Adam Quinn and his brother Will. “We’re still finding ways to innovate our playing and performances.”

Members of the band are all volunteers and donate their time and efforts to maintain their status as a first-class band. “Dunedin was settled by Scots. The celebration of our Scottish heritage is a vital part of that community. The Scottish arts program centered on piping is something I take pride in, especially when I am wearing our Edgewater tartan.”

Dillahey is the President of the Eastern United States Pipe Band Association, which is the governing body and professional organization for pipers and drummers from Texas to the East coast. He is also an instructor the North American Academy of Piping and Drumming in Valle Crucis, North Carolina.

Dillahey’s professional solo piping accomplishments include invitation-only contests such as the 2009 Silver Medal in Oban, Scotland, where he was one of three U.S. representatives in the 30-person field.

Throughout my career in psychology, I have been lucky enough to be able to serve those who have served or are serving our country. Being in the military increases one’s risk for experiencing a potentially traumatic event, and there are estimates that post-traumatic stress disorder (PTSD) affects between 11 to 20 percent of veterans and service members.

PTSD is associated with many other negative consequences beyond the individual. It can affect the entire family system, causing relationship distress, parenting challenges and aggression. Through my work with the U.S. Department of Veterans Affairs (VA) National Center for PTSD at the VA Boston Healthcare System, I saw firsthand how PTSD affects relationships, and conversely, how relationships can affect the course of PTSD. Thus, much of my research has included projects evaluating the efficacy of interventions for PTSD, especially in the context of interpersonal relationships.

One such treatment is Cognitive-Behavioral Conjoint Therapy for PTSD (CBCT for PTSD), a 15-session, empirically-supported, couples-based treatment tested in civilian, veteran and active duty military populations. Although CBCT for PTSD and other individual therapies are effective in treating symptoms, some individuals still experience barriers to accessing care. These barriers include the stigma around seeking help for the disorder as well as logistical problems associated with attending weekly therapy sessions, such as taking time from work, traveling to reach providers and needing ongoing childcare. This can complicate the treatment process for many.

Since joining the The Citadel Department of Psychology in 2015, my work has evolved to include identifying strategies to overcome barriers to PTSD treatment. For example, I am an investigator on a collaborative study funded by the Department of Defense and VA through the Consortium to Alleviate PTSD. The consortium is a national research group led by the University of Texas Health Science Center at San Antonio and the VA National Center for PTSD.

The consortium includes a network of co-investigators from across the country, working to find the best ways to diagnose, prevent and treat combat-related PTSD. The current study is investigating the utility of an accelerated, multi-couple group version of CBCT for PTSD for active duty service members and veterans with PTSD and their partners. Instead of weekly therapy being delivered in a therapist’s office, the therapy is delivered in 12-hour, retreat-style workshops over the course of a weekend. Our principal investigator, Steffany Fredman, Ph.D., of Pennsylvania State University leads the treatment retreats at a hotel in Austin, Texas, which is about one hour away from Fort Hood, Texas. The hope is that delivering CBCT for PTSD in an intensive weekend format can address some of the challenges involved with attending 15 weekly sessions while still reducing PTSD symptoms and improving intimate relationships.

I also am a co-investigator on a VA-funded project evaluating an innovative approach to improving access to evidence-based care for PTSD. We are investigating the efficacy of the use of home-based video telehealth technology to deliver an abbreviated eight-session version of CBCT for PTSD. Our hope is that this methodology will improve the access to and acceptability of couples-based care in the VA.

Another barrier to care may be a lack of professionals specifically trained in evidence-based care for PTSD. Efforts are underway to increase the dissemination of information about evidence-based interventions for PTSD to front-line clinicians. The National Crime Victims Research and Treatment Center (NCVC) at the Medical University of South Carolina has an online training course called CPTWeb for which I served as a therapist when doing my post-doctoral work. It is a web-based learning course teaching Cognitive Processing Therapy that is funded by the U.S. Navy Bureau of Medicine and Surgery for providers working with military populations. Updates to that program will be made in the coming months by the NCVC because of a grant awarded this year by the U.S. Office for Victims of Crime. I will again serve as one of the therapists demonstrating the treatment techniques to practitioners learning virtually.

These programs and others with similar goals will eventually whittle away the barriers to treatment for those who, right now, still suffer.

Alexandra Macdonald, Ph.D., is an assistant professor of psychology at The Citadel. She has worked as a clinical research psychologist in the VA Boston Healthcare System and the National Center for Post-Traumatic Stress Disorder. Her research focuses on the intersection between individual psychopathology, with an emphasis on post-traumatic stress disorder and substance use disorders, as well as interpersonal functioning. She earned her Ph.D. at Boston University.

One-on-one tutoring continues to evolve in its 42nd year

Students and teachers alike are learning how to improve their skills this summer through one Citadel program.

The Citadel Summer Reading Program offers tutoring services to K-9 students who are reading below grade level. The program’s tutors are Citadel graduate students who are classroom teachers working toward their Master of Education in literacy education. The Citadel has provided the program to the community for 42 years and updates it annually.

“Our program is a win-win situation,” said Robin Jocius, Ph.D., coordinator of the Summer Reading Program and professor of the Zucker School of Education Master of Education in literacy education. “Our graduate students learn to better assess students one-on-one to determine their needs while the K-9 students build both skills and confidence in reading and writing.”

Tutoring for the summer began Monday, June 11. This year, 15 students from the Charleston, Berkeley and Dorchester II school districts will participate in the program.

Real-world application for teachers

Along with courses like Educational Psychology and Applied Measurement Techniques, students in The Citadel’s Master of Education in literacy education program must also take on fieldwork, such as the Summer Reading Program, to apply their literacy leadership skills to their existing teaching skills.

As the graduate students tutor K-9 students, they incorporate a range of strategies discussed in their classes. Additionally, before the summer program begins, graduate students engage in an intensive literacy intervention workshop designed to build on their skills as classroom teachers. This allows them to learn more about literacy theories and research as well as develop specialized assessment and intervention knowledge.

To show what they have learned, graduate students are assessed on case studies they develop for each student they tutor in the Summer Reading Program. Each study must include an analysis of the assessment results, a description of their intervention work and recommendations for future tutors and teachers, all while connecting their analysis to literacy theory and research.

“Since reading and writing are such complex, multi-faceted skills, it often takes our graduate students quite a bit of experience to be able to create and monitor an intervention plan for their students,” said Jocius. “The case studies they create in the Summer Reading Program are very similar to the professional material they would produce if they were in a literacy teacher or literacy coach position, so they are really able to build essential professional skills.”

Turning students into lifelong readers and writers

K-9 students are also improving their education. Students receive their one-on-one tutoring session four times a week from 10:30 a.m. until noon. The sessions are unique to students based on their assessed strengths and needs.

“We hope to build foundational literacy skills and develop lifelong readers and writers,” said Jocius. “During the Summer Reading Program, we often see growth in student’s phonemic awareness, phonics, fluency, vocabulary and comprehension. Many times the student will improve in both their areas of strength and need.”

Generally, between 15 and 30 students are enrolled in the program each year.

“We always keep the student to tutor ratio 1:1, so the enrollment number changes each year with the amount of graduate students available to tutor,” said Jocius. “The ratio helps our tutors focus on individualized literacy assessment and intervention, which is essential to help students get the most out of the program.”

Ever evolving

Though the Summer Reading Program was always envisioned as an opportunity for graduate students to develop and apply skills while helping striving readers, it has grown in size and structure in its 42 years.

“Over the last couple decades, our knowledge base on reading and writing has increased tremendously, which has certainly evolved the content and structure of our tutoring sessions. We now utilize many more methods and assessments that have been proven to be effective,” said Jocius.

One newer change was implementing technology as a tool for graduate students to use while tutoring.

“Recently, we’ve had students with identified needs in writing and strengths in digital tools. Our tutors were able to implement iPads into their sessions to allow students to create stories digitally. It was so exciting to see them build on their strengths and passions while developing essential literacy skills,” said Jocius.

As the Summer Reading Program continues, Jocius says they will keep evolving as information and standards change across the state and the nation.

“One of the biggest goals of our program is to grow and adjust with the needs of our schools and districts,” she said.

The expression “keeping it in the family” is the most accurate way to describe this familial phenomena that occurred at The Citadel’s graduation earlier this month. Three Citadel siblings, all brothers, received three distinct diplomas from their father, an alumnus of the Class of 1982, bridging the generational gap of a longstanding family affair.

It wasn’t staged, it wasn’t planned and the emotions were most certainly not rehearsed. To say this event is merely a formality would be an egregious understatement. Judging by the Tye family history, all the events leading up to this moment in time were stepping stones solidified by a lineage that transcends over nearly half a century.

The youngest brother, 21-year-old William Tye, a fixture in the South Carolina Corps of Cadets, received his Bachelor of Science in business administration. He’s earned dean’s list multiple years and also made the president’s list. William joined the National Guard straight out of high school prior to his enrollment at The Citadel. Aside from his undergraduate studies, he has also been putting in the hours working night shifts as an EMT for Charleston County EMS.

“First off, the idea that all three of us graduated on the same day all from different programs is just amazing to me,” William said. “Having been taught and coached by Kevin (brother) in high school and having Andrew (brother) be an instructor for three of the four years while I have been at The Citadel is something that I would never have seen coming.”

“I could not have asked for a bigger honor than having my brothers being able to watch my commissioning with my father (Marc) and mother (Nancy) pinning on my rank, and then my father hand not only myself but Andrew and Kevin their diplomas on the same day only a few hours apart,” William continued. “We have all worked so hard and the unplanned timing is something to be grateful and excited about.”

The middle brother, 28-year-old Lt. Andrew Tye, received his Master of Science in computer and information science with a concentration in cybersecurity. After earning an undergraduate degree in computer science from The Citadel in 2011, last December, Andrew traveled to Cambridge, U.K. to present research at the World Congress on Internet Security. In addition to being a graduate student, Andrew works as a military science instructor at The Citadel for the U.S. Navy, piloting the NROTC Cyberwarfare Instruction Program. Also notable, Andrew served as a Surface Warfare Officer, when he was last commissioned he was deployed to South America to do counter narcotic trafficking. He also was shipped out to Spain for two years where he was engaged in Ballistic Missile Defense in the Black Sea with Russia, Syria and Iran.

“I think he (Marc) was really happy that, one, we graduated and two we graduated from here (The Citadel),” Andrew laughed. “He was honored to be there and to be there with all of us and to keep it going through the family and hopefully keep it going from here on out.”

In high school Andrew was offered both an Air Force and a Navy scholarship, he ultimately finalized his decision by the the flip of a coin, literally heads or tails. It landed on Navy. He was selected for pilot aviation and admits he aspired to fly since the age of 12. The day he was commissioned to fly he suffered an eye injury and lost his wings due to the disqualifying visual impairment.

“I wouldn’t change any of it, I love my job, I love where it’s taken me, it’s made me who I am and how I handle things and look at the world,” Andrew said.

The eldest brother, 31-year-old Kevin Tye, earned his Bachelor of Science in electrical engineering as an evening undergraduate student. He’s received dean’s list multiple years as well as earned Gold Stars for his outstanding academic achievements. Kevin also received an undergraduate degree in teaching from Clemson. Oddly enough, before receiving his Citadel degree, Kevin was William and Andrew’s high school teacher in the same town where the family grew up.

Last but surely not least, Marc Tye, the patriarch of the family who graduated with a Bachelor of Science in electrical engineering. He was part of the Regimental Band and Pipes as well as the Summerall Guards, one of the elite military drill troupes. Marc has worked for Santee Cooper for the last 30 years where he started out as an entry-level engineer in their power plant and has just recently been promoted to COO. Marc also currently sits on the Advisory Board for Electrical Engineers at The Citadel. His brother too was a former cadet at The Citadel back in the 70s.

“A lot of the principles he taught us he doesn’t even realize it, such as integrity and standing by your word,” Andrew continued. “The one thing that people can’t take from you is what you say. When push comes to shove you stand by your word, your honor is one thing that people can’t take from you, money will come and go but your word has to stay with you.”

Andrew asserts his father’s words of wisdom in his everyday life and even projects these life lessons that have been passed down to him onto his students when he’s teaching in the classroom.

“He always tries to stress that mistakes are going to happen, everyone’s human, as a whole you’ve got to let people learn and make mistakes in order to grow,” Andrew said.

On a related note, the Tye family will once again be “tying the knot” this summer as Andrew will be getting married in June, followed by William in July. Kevin is happily married with a 1-year-old daughter.

“It’s been awesome just the way the timing has worked out so we can all be here for one last hurrah with all of us together as a family,” Andrew said. “We’ve all talked about it where this could very well be the last time we are all together for any amount of time, so just having the opportunity to all graduate at the same time is pretty awesome.”
